Proposed district name: Rock-Koshkonong Lake Improvement District. Proposed boundaries: The Rock River at the Jefferson city limits to the Indianford Dam. Estimated voting members: 2,200 Purpose: To maintain, protect and improve the quality of Lake Koshkonong and its watershed. Formation rules: At least 51 percent of the owners in the proposed district, or owners of 51 percent of the land, must petition the county with the largest portion of equalized assessed valuation. Operation: Five to seven commissioners run day-to-day affairs. Two are appointed. District members elect the others. Commissioners meet quarterly, but all commissioners' powers are subject to decisions by the members at the annual meeting. Powers: Make contracts, buy and sell land, disburse money, take out loans, accept grants, sue and be sued, develop surveys and studies, manage aquatic plants, control erosion, dredge, control dams. Financing: Fees may be established and voted on at the annual meeting. The fees can be in the form of a tax levy, special assessment or user charge. A tax levy can be no more than $2.50 per $1,000 of equalized valuation. Loans or grants also can be used. |
