Meeting Minutes
A meeting of the Board of Commissioners of the Rock-Koshkonong Lake District

Date: April 12, 2005
Location: 3139 E. CtyHwy N Sth 59 & CtyHwy N
(formally known as Kidder Farm)

Attendees: Ray Lunder, Frank Micale, Marty Walsh, Brian Christianson, Jerry Richardson

Not Present: Mary Mawhinney, Kerry Hull

1. Call to Order. 6:30 p.m.
a. Approval of the minutes from March 15, 2005
i. Marty made a motion to approve the minutes, Second by Frank.
b. Treasurers Report.
i. Jerry distributed details of the transactions for the current year.
ii. A motion was made to approve the treasurer’s report by Frank, seconded by Marty

2. Old Business, Donaldson Case.
a. The case went to the WI Supreme Court and was sent back to Rock Co. Circuit Court with an order to remove the Donaldson property from the District.
b. A motion was made by Jerry and seconded by Frank to approve the order for detachment, and sign the documentation.

3. Annual Meeting Budget Preparation and Discussion
a. The annual meeting will be on Saturday, July 30 at Fort Atkinson High School.
b. A budget will be produced and approved at the next meeting. The board is tasked with putting the estimate together for spending for our next fiscal year.
c. Annual newsletter will be drafted by Frank and reviewed at our next meeting.

4. Segregating Dam Proceeds.
a. A discussion and a unanimous decision were reached to make the Dam funds segregated from other District monies, and used only for potential future Dam Repairs and maintenance.
b. At the annual meeting, we will present our current balance, amounts due in the future, and what it might be worth at different yearly intervals in the future.

5. Review final EA Draft.
a. At the time of this meeting, the District still didn’t have the final draft of the EA from the DNR.
b. DNR denied our initial request for a contested hearing, and stated the EA will be produced shortly. A hearing is in order after the EA has been issued.
c. The final EA that is due, should contain the DNR’s answer to our request to change the DNR winter and summer operating orders.

6. Other Business.
a. A request for all the names of the property owners of the Lake District came from the Lake Koshkonong Wetlands Association. The District is working on putting this together.
b. Setback rules were discussed. DNR and several counties are proposing several rule changes for riparian owners.

7. Adjourn.
a. A motion was made by Frank, and seconded by Marty to adjourn.
